Phnom Penh, March 28, 2025 — The Ministry of Industry, Science, Technology & Innovation (MISTI) concluded a two-day training on Strategic Budget Planning, Annual Budget Planning, and Performance Agreements, with 214 officials building hands-on capacity in budget formulation, public procurement, performance agreement, and Financial Management Information System (FMIS).
“MISTI has entered a significant new phase in budget and financial management with the transformation of our general departments, institute and center into fully delegated budget entities starting in 2025. It’s also timely as we are preparing for the Strategic Budget Planning 2026-2028 and the upcoming Annual Budget Planning 2026,” Minister Vanndy said at the closing ceremony.
During the event, Minister Vanndy also officially launched MISTI’s Strategic Plan for the Government of the 7th mandate, which lays out 7 strategies, 17 action clusters, and 89 key actions aimed at driving a dynamic, resilient, and innovation-led econmic development.
He outlined six levels of institutional capacity necessary for an effective institution, including strategic thinking, policy development, action plan with clear prioritization, resource mobilization, operationalization of plan, and robust monitoring and evaluation systems.
Minister Vanndy also urged MISTI’s Public Financial Management Reform Working Group to continue cooperating with the General Secretariat of the PFM Reform Steering Committee, and encouraged the trainees to apply their training knowledge, support each other across departments, and foster a learning culture guided by the motto: “Those with more knowledge guide those with less, who in turn can teach those who have none.”
