General Department of Accreditation of Cambodia

The General Department of Accreditation of Cambodia (GDAC) has the following roles and responsibilities:

  • Prepare the guiding principles, policies, strategic plans, legal letters and regulations related to the accreditation work.
  • Implement the guiding principles, decisions, recommendations of the Cambodian Accreditation National Council in accordance with the regulations, laws, policies, principles, international standards, strategic plans and the necessary work requirements related to regional and international accreditation institutions set.
  • Manage, promote and develop accreditation work in accordance with the international standard ISO / IEC 17011 and practical needs in the region and internationally.
  • Prepare forms and procedures for membership in regional and international accreditation institutions in accordance with the conditions of the relevant accreditation institutions and to strengthen cooperation with those institutions.
  • Organize the technical committee and sub-committee to comment on the accreditation work according to each specialty to support the implementation of accreditation to the internal and external conformity assessment bodies.
  • Participate as a member of the committee, sub-committee and international assessment team according to the expertise of regional and international accreditation institutions conduct assessment in accordance with the quality management system and accreditation cycle to the requested domestic and foreign conformity assessment bodies and who have received the accreditation certification in accordance with the laws and regulations.
  • Prepare the forms and procedures for delay, suspension, revocation and cancellation of Accreditation Certificate or Registration Certificate.
  • Set up the fees for the accreditation work to the requesting bodies based on the quality
    management system of the General Department in accordance with the laws and regulations.
  • Collaborate with the foreign accreditation bodies to participate in the assessment and observing of the conformity assessment bodies in Cambodia and conduct the assessment with the approval of the conformity assessment bodies.
  • Work on the registration accreditation in accordance with the technical quality assurance and accreditation cycle in accordance with national and international standards set in accordance with the laws and regulations.
  • Monitor and observe the use of accreditation certificates of the Conformity Assessment Bodies in Cambodia receive from inside and outside the country.
  • Register and train the experts and assessors for all technical skills from relevant ministries and institutions in Cambodia and other countries in accordance with the laws and regulations.
  • Register the Accreditation Certificates of the conformity assessment bodies in Cambodia received from foreign accreditation bodies in accordance with the laws and regulations.
  • Register the domestic conformity assessment bodies, certificates of conformity assessment or medals of institutions, companies, factories, industries, handicrafts obtained from domestic and foreign conformity assessment bodies in accordance with the laws and regulations.
  • Prepare the permit letters to the foreign accreditation bodies in cooperation to provide the domestic accreditation services in accordance with the laws and regulations.
  • Certify the conformity assessment certificates and the accreditation certificates which attach with exported and imported goods.
  • Participate in national, regional and international meetings, trainings and seminars.
  • Summarize, report and evaluate the work results and raise the development plan of accreditation work.
  • Perform other duties assigned by the Minister.

GDAC has 20 services as follows:

  1. Register for the conformity assessment bodies or accreditation certificates or conformity assessment certificates or report’s inspection bodies according to ISO/IEC 17020.
  2. Provide the first accreditation certification to testing laboratories or calibration or PTP or RMP.
  3. Provide the renewal certification to testing laboratories or calibration or PTP or RMP.
  4. Provide the first accreditation certification to the conformity assessment bodies issue the certificates.
  5. Provide the renewal certification to the conformity assessment bodies issue the certificates.
  6. Provide the first accreditation certificate to the inspection bodies according to ISO/IEC 17020.
  7. Provide the renewal certification to the inspection bodies according to ISO/IEC 17020.
  8. Monitor and assess (witnessing) on the competency of the conformity assessment bodies issue the certificates or inspection bodies following ISO/IEC 17020 which receives accreditation certification.
  9. Register for the first accreditation to testing laboratories or calibration or PTP or RMP
  10. Register for the renewal accreditation testing laboratories or calibration or PTP or RMP 
  11. Register for the first accreditation to the certification bodies of conformity assessment.
  12. Register for the renewal accreditation to the certification bodies of conformity assessment.
  13. Register for the first accreditation to the inspection bodies according to ISO/IEC 17020. 14. Register for the renewal accreditation to the inspection bodies according to ISO/IEC 17020.
  14. Monitor and assess (witnessing) on the competency of the certification bodies of conformity assessment or inspection bodies according to ISO/IEC 17020 which receives the registration of accreditation certificate.
  15. Provide confirmation letter for the registration certificate of conformity assessment and the accreditation certification which attaches with one time of imported/exported goods (it costs less than $ 200,000).
  16. Provide confirmation letter for the registration certificate of conformity assessment and the accreditation certification which attaches with one time of imported/exported goods (it costs from $ 200,000 to $ 500,000).
  17. Provide confirmation letter for the registration certificate of conformity assessment and the accreditation certification which attaches with one time of imported/exported goods (costs more than $ 500,000).
  18. Provide confirmation letter for the registration certificate of conformity assessment and the accreditation certification which attaches with one time of imported/exported goods (clear stock)
  19. Issue permit letter to the foreign accreditation bodies which provide accreditation services to the conformity assessment bodies in Cambodia (per client or per scope).

General Department of Accreditation of Cambodia has 3 departments as follows:

  1. Department of Relation and Information
  2. Department of Accreditation of Competent Testing Bodies
  3. Department of Accreditation of Certification Bodies

Achievements

  • Became a full membership of the International Laboratory Accreditation Cooperation (ILAC) on the scope of the accreditation of testing laboratories according to ISO/IEC 17025 which obtains a Signatory MRA on August 25, 2023.
  • Became a full membership of the Asia Pacific Accreditation Cooperation (APAC) on the scope of the accreditation of testing laboratories according to ISO/IEC 17025 which obtains Signatory MRA on July 05, 2022.
  • Became an affiliate member of the International Halal Accreditation Forum (IHAF) in implementing the accreditation work to the conformity assessment bodies on Halal food and products in accordance with Islamic and International Standards.
  • Cooperated with PTB from Germany to organize the training courses on ISO/IEC 17011, ISO/IEC 17020, ISO/IEC 17025, ISO 15189 for 20 times.
  • Cooperated and implemented the bilateral project between Cambodia and Germany by organizing a roundtable discussion to study the accreditation system in Cambodia, the importance of accreditation work and the recognition of testing report with the participation of the representatives from DSINL, NMC, PPWSA, EDC and the laboratory from the Ministry of Commerce.
  • Cooperated with the European Aviation Safety Agency (EASA) in organizing a dissemination workshop on “Implementation of the International Standard Group of ISO to study on how to manage and reduce carbon emissions from the aircrafts, Greenhouse Gas Emissions (GHG) and emissions from other sources”.
  • Cooperated with the Agricultural Commodity and Food Standards (ACFS) from Thailand in organizing the training courses on TBT, SPS, Codex Standard, ISO/IEC 17011, ISO/IEC 17065, ISO 9001, GMP, HACCP, ISO 22000, ISO/TS 22003, ISO/IEC 17020 and ISO/IEC 17021-1 to the officials from the Department of Accreditation and Assessor & Expert Pools from the Department (4 times in Cambodia and 2 times in Thailand).
  • Cooperated with the ASEAN Secretariat in organizing the meeting of the 36th ASEAN Consultative Committee on Standards and Quality (ACCSQ) Working Group 2 on Accreditation & Conformity Assessment (WG2) at the Cambodiana Hotel.
