National Metrology Center of Cambodia

The Ministry of Industry, Science, Technology, and Innovation has prioritized competent management and leadership in the field of metrology, emphasizing accuracy, fairness, and reliability. This focus includes recognizing the capabilities of international calibration laboratories. To align with regional and international metrology institutions, the National Metrology Center (NMC) has strengthened its capacity to become both a full and observer member of international and regional organizations, while also fostering good cooperation with development partners from countries such as NIM-China, PTB-Germany, and KATE-Korea. Metrology is a key sector that has served as a significant driving force for economic development in both developing and developed countries.

According to the Royal Kram NS/RKAM/0320/009, dated March 26, 2020, which promulgates the Law on the Establishment of the Ministry of Industry, Science, Technology, and Innovation under the supervision of the Royal Government of the Kingdom of Cambodia, the Ministry has the authority to direct and manage science, technology, industry, and innovation, including the handicraft and water sectors of the Kingdom of Cambodia. Additionally, Article 5, Chapter 2 of the Law on Metrology, promulgated by Royal Kram No. NS/RKAM/0809/016, dated August 11, 2009, mandates that the National Metrology Center (NMC) manage all activities and services related to metrology, including scientific, industrial, and legal metrology, in accordance with national metrology policy. Under the supervision of the Ministry in charge of industry, the NMC holds the same status as a General Department and possesses its own seal.

Based on Article 29, Chapter 11 of Sub-Decree No. 48, dated April 6, 2020, regarding the Organization and Functioning of the Ministry of Industry, Science, Technology, and Innovation, the National Metrology Center (NMC) holds the same level as a General Department and is responsible for the following tasks:

  • Develop and implement policies, strategies, and plans for metrological development.
  • Implement metrological registration, research, and development of metrological science and technology.
  • Manage and maintain national standards, secondary standards, and working standards.
  • Evaluate compliance and provide certification of operational standards for implementation by other units.
  • Test, analyze, and approve specific models of metrological instruments, goods, molds, and packaging.
  • Control harmful metrological standards and metrological instruments.
  • Inspect, verify, and certify the compliance of weights and measurements of manufactured and packaged goods according to detailed packaging conditions related to metrology.
  • Check, verify, and certify the minimum and maximum capacities of weights and/or measurements of metrological instruments permitted for use in commercial activities and other fields in accordance with the national legal metrology system.
  • Coordinate and manage the establishment and use of legal national metrological units and other unit systems in the Kingdom of Cambodia, as per legal provisions in force.
  • Prepare legal documents and technical administrative procedures to strengthen the efficiency of metrological practices.
  • Build human resource capacity, develop information technology, and implement capacity assessments of individuals and organizations in the field of metrology.
  • Facilitate cooperation with national and international institutions to harmonize metrological work.
  • Cooperate with relevant ministries and institutions on crime control related to the production, repair, use, and trade of metrological instruments and standards, as well as the use of legal national metrological units.
  • Design and manage metrological instruments, standards, manufactured goods, domestic packaging, and imported goods.
  • Manage and implement the collection of service fees, charges, and penalties in accordance with existing laws and regulations.
  • Perform other duties as assigned by the Minister.

The field of metrology plays a vital role in our daily lives, contributing to social well-being and modernization by supporting trade, technical regulations, production standards, and consumer protection. Metrology impacts nearly every aspect of human life. It ensures fair, equitable, and transparent trade, protecting the interests of both suppliers and consumers of products, goods, and services. Metrology builds trust in the use of precise instruments across commercial activities and other sectors, including health, safety, and environmental protection. Furthermore, metrology contributes to the sustainability and growth of the national economy, playing a key role in enhancing living standards and advancing poverty alleviation efforts.

The National Metrology Center, through its Scientific Metrology Department's calibration laboratory, is preparing for accreditation and aims to achieve ISO/IEC 17025:2017 certification by 2025. This accreditation will cover areas such as mass, pressure, capacity, temperature, and volume in collaboration with Cambodia's General Department of Accreditation, ensuring compliance with national standards and laboratory competency criteria under the Cambodian Standards Law. 

The National Metrology Center has developed a strategic plan for the advancement of metrology in Cambodia for 2023-2027, with input from relevant institutions and development partners. This strategic plan will guide national metrology operators and stakeholders in consistently and effectively supporting metrology work. The plan is built around five strategic pillars, each outlining specific goals to be achieved by 2027. These are:

  1. Promote metrology services that support the market
  2. Strengthen the implementation of the Law on Metrology
  3. Harmonize and integrate metrology
  4. Raise stakeholder awareness about metrology
  5. Develop capacity and strengthen general support functions

The National Metrology Center operates with a clear vision, mission, and goals:

  • Vision: The metrology sector in Cambodia is well-developed, improving the quality of production and ensuring fair and competitive trade, thereby contributing to national economic growth.
  • Mission: To provide comprehensive metrology services to trade, industry, and other sectors, in line with internationally recognized standards, to ensure measurement accuracy and promote health, safety, and environmental protection.
  • Goals: To achieve the vision and mission, five key goals have been identified:
    1. Promote and expand metrology services that support the market.
    2. Strengthen the enforcement of the Law on Metrology.
    3. Harmonize and integrate metrological efforts.
    4. Increase stakeholder awareness of metrology.
    5. Develop capacity and enhance general support functions.

The National Metrology Center plays a vital role in Cambodia, with the importance of metrology increasingly recognized due to continuous development driven by government policies and support from various stakeholders.

Currently, metrology services are being provided and utilized by industries and trade sectors. The primary services include calibration (e.g., weight, volume, mass, length) and verification services aimed at strengthening law enforcement and ensuring compliance with metrological regulations. Users of these services include individuals and organizations that use measurement tools for production purposes, such as private and public companies, as well as laboratories. Many companies utilize these services to meet the requirements for ISO certification, which is often mandated by their buyers. Users of metrology services appreciate that local services are easy to communicate with, affordable, and of acceptable quality.

In addition, the Ministry of Industry, Science, Technology and Innovation has delegated the verification of measuring instruments, manufactured goods and pre-packaged goods to the Provincial Department of Industry, Science, Technology and Innovation (via Prakas No. 123 MIH / 2015 dated 09 April 2015). As follows: 

 A. Verification of measuring instruments:

-     Non-automatic instruments with a capacity below 1000 kg

-     Scales for weighing valuables such as gold, silver, platinum, diamonds

-     Fuel dispensers at depot, distribution of fuel and gas

-     Fuel gauge using a calibrated glass.

B. Verification of produced goods and pre-packaged goods produced and circulated in the market in the geographical area of ​​the capital and province.

Management of the NMC

Major Achievements of the National Metrology Center

His Excellency Hem Vanndy, Minister of Industry, Science, Technology, and Innovation, has expressed strong confidence in the management authority and leadership in the field of metrology. He visited the National Metrology Center (NMC) to review and discuss metrological work, and he praised the leadership of the NMC, the departments, offices, and all civil servants working at the NMC. Additionally, His Excellency provided important recommendations to ensure the effective and fruitful execution of their roles and responsibilities.

The meeting with the leadership of the National Metrology Center and its departments was a significant occasion to reinforce collaboration and guidance in advancing the center's mission.

A. Scientific Metrology Work

The Department of Scientific Metrology provides services in the calibration of metrological instruments such as mass, volume, pressure, temperature, and length. Additionally, the department is responsible for managing and maintaining the national primary standards for kilogram, temperature, and liter.

   

B. Legal Metrology Work

The Department of Legal Metrology provides services including the issuance of verification certificates for metrological instruments, certification of metrological characteristics for imported pre-packaged goods, and permits for the use of legal units in precious metal. Additionally, the department is responsible for verifying metrological instruments (such as mechanical and digital scales, fuel tank, and fuel dispensers), as well as the inspection of produced goods, pre-packaged goods, and imported pre-packaged goods.

C. Industrial Metrology Work 

The Department of Industrial Metrology provides three main services, including: Metrology Registration of metrology, license of using Metrology Trademark of Cambodia, and license for manufacturing and repairing metrological equipment.

D. Metrology Legislation Work

The Department of Metrology Legislation provides services on the Certificate of Metrological Skill Certificate and the Permission Certificate of Metrological Instrument Import. 

E. Coorperation with Develepment Partnerships, National, Regional, and International Metrology Institution

The National Metrology Center has emphasized collaboration with development partners to strengthen relationships with regional and international metrology institutions. The Center has enhanced its capabilities by becoming a full member of various international organizations, including:

-       International Organization of Legal Metrology (OIML): Full member since 2016.

-       General Conference on Weights and Measures (CGPM), Bureau International des Poids et Mesures (BIPM): Associate member since January 1, 2021.

-       Asia-Pacific Legal Metrology Forum (APLMF): Full member since 2003.

-       Asia-Pacific Metrology Programme (APMP): Full member since 2014.

-       Asean Expert Group on Metrology (ASEAN EGM): Full member since 2012.

-       ASEAN Consultation Committee on Standards and Quality/Working Group on Legal Metrology (ACCSQ/WG3): Full member since 1999.

These memberships reflect the Center's commitment to international collaboration and development in the field of metrology.

The National Metrology Center has focused on cooperation with development partners to harmonize with regional and international metrology institutions and has strengthened its capacity to become a full member of various international organizations, such as:

World Metrology Day

All countries in the world and the Kingdom of Cambodia. The Ministry of Industry, Science, Technology and Innovation as the representative organized the World Metrology Day on 20 May every year.
