Cambodia, India Forge Partnership in QIP by Establishing Science Library in Battambang

Phnom Penh, 17th Feb 2025 – The Ministry of Industry, Science, Technology & Innovation (MISTI) and the Ministry of External Affairs of the Republic of India signed a Memorandum of Understanding (MoU) to collaborate in implmenting India’s Quick Impact Project (QIP) by  establishing a Science Library in Ratanak Mondul District, Battambang Province. This initiative aims to foster a culture of scientific inquiry and innovation among Cambodian youth, especially in unserved areas by expanding access to scientific literature and resources.

The MoU was signed by H.E. Hem Vanndy, Minister of MISTI, and H.E. Vanlalvawna Bawitlung, Ambassador of India to Cambodia. The agreement underscores the long-standing friendship between India and Cambodia and their shared vision of promoting scientific literacy and technological curiosity.

"This initiative demonstrates our shared commitment to strengthening science and technology education in underserved areas,” said Minister Vanndy. “As we embark on this new chapter of cooperation, MISTI will continue to leverage the existing foundation and explore further collaboration opportunities under the QIP framework."

Ambassador Vanlalvawna Bawitlung reaffirmed India’s commitment to supporting Cambodia’s advancement in science and technology. "This QIP project will foster curiosity, innovation, and hands-on engagement with scientific concepts,” he said. “We are all aware of the increasing need to enhance STEM education. This library will, therefore, play a role in bridging this gap by fostering an environment where students can explore, experiment, and develop a passion for science.”

The Quick Impact Project aims to implement short-term intititives intended to improve access to science-based activities that will facilitate children's exposure to the wonders of science.

Under the MoU, the Government of India will provide a grant for the project, which will be used to procure books, scientific journals, digital learning materials, and basic laboratory equipment. These resources will enable students, researchers, and the broader community to explore scientific principles and technological advancements.

Prior to the signing ceremony, Minister Hem Vanndy also received Ambassador Vanlalvawna Bawitlung during a courtesy call where both parties exchanged views on future collaboration, especially in connecting small and medium-sized enterprises (SMEs) and startups between the two countries.
