MISTI Strengthens Capacity of Budget Entities to Implement Program Budget

News and Events Wednesday, 9 October 2024

On October 9, 2024, H.E. Hem Vanndy, Minister of Industry, Science, Technology & Innovation (MISTI) presided over the opening ceremony of a three-day training program on the Implementation of Program Budgeting for Delegated Budget Administrators.

Held from October 9 to 11, 2024, this program marks MISTI’s second training event of the year, backed by the Ministry of Economy and Finance as part of Cambodia's Public Financial Management Reform Program (PFM). The training aims to equip budget officers across MISTI's general departments, institute, and centers with the skills necessary to manage and execute their budgets as these units have now become delegated budget entities.

In late 2023, MISTI had transitioned nine units into budget entities, and will establish a total of 35 delegated budget entities by 2025. This reform aligns with the Royal Government's commitment under the Pentagonal Strategy Phase 1 to enhance governance and foster socio-economic growth through improved public financial management.

MISTI’s making ongoing efforts to contribute to Phase 4 of the Public Financial Management Program, which emphasizes performance accountability—a key element in ensuring that budget entities deliver tangible results for the ministry.
